Transforming GWCL in 100 days

Ghana Water Company Limited (GWCL),has just introduced a 100 days transformation programinto its operations. In Ghana, the Ghana Water Company Limited (GWCL), which is in charge of urban water supply, has always faced operational and managerial challenges that have consistently resulted in revenue losses and poor service delivery. In order to find a solution to it, the GWCL implement theHigh Impact Performance Improvement Plan (HIPIP) which is meant to turn the company’s fortunes around in the shortest possible time (100 days) and establish the foundation for sustainable quality service delivery in the urban water sub-sector.

The 100 days performance improvement program was launched on 27th March, 2015,to indicate workable strategies to address inherent weaknesses in seven (7) priority areas identified by Management of the company, for urgent attention. These priority areas include water production and quality, customer care and public relations, reduction of non-revenue water, cost optimization, as well as monitoring and evaluation.The driving force for the program is an incentive/sanction based performance framework, designed to serve as the prime reward and penalty mechanism for performance improvement and failure, respectively. They have also set performance targets which they have agreed to be assessed on. “This new reform is home grown. We are developing it. Once we are developing it, we have confidence in it and so we will help to make it a success,” said Mr. Peter De-veer, Ag. Chief Manager of Accra West Region.
